Job title: Bishop’s Stortford Business Improvement District Manager 


BID Manager Salary: The position available is full time (37 hours per week) with a salary of up to £35,000 p.a. payable, depending on experience. However, suitable candidates wishing part time employment (22.5 hours per week) will also be considered. Flexible working will be required, to include some evening, weekend and bank holiday working.


Responsible to: Bishop’s Stortford BID Board of Directors.


Reporting to: Chair of the Bishop’s Stortford BID Board.


Responsible for: Bishop’s Stortford BID staff team, consultants and contractors.


Duration: Fixed term until 31st March 2023 (Probationary period of six months). May be extended, subject to a successful renewal ballot.


Location: Bishop’s Stortford town centre, Hertfordshire.

Bishop's Stortford is a historic market town and civil parish in Hertfordshire, England. The BID Manager will lead and manage the work of the Bishop’s Stortford BID in conjunction with the Board of Directors. Implementing the business plan with a budget of approximately £205,000 pa, the successful candidate will be responsible for operational management and delivery as well playing a part in the strategic development of the town.

This high profile and challenging post will suit someone with a real passion for making things happen. The work will be varied and will include the developing, juggling and delivering a variety of projects, services & priorities; maintaining effective relationships with stakeholders at all levels and making sure that successes are widely promoted and understood. A high level of interpersonal and communication, tact and diplomacy and project management skills are required. Experience in company management, event management, town centre management and/or marketing and promotion will be an advantage.

JOB DESCRIPTION

 

Responsible to: Board of Bishop’s Stortford Business Improvement District

 

Position: Full time - 37 hours per week. Occasional evening, weekend and Bank Holiday working.  Fixed term to March 31st2023, with the opportunity to extend, subject to a successful renewal ballot.

 

Salary: Up to £35,000 p.a. (f.t.e.)

 

Holiday entitlement: 25 days p.a. plus public holidays

 

Location: Bishop’s Stortford, Hertfordshire

 

Summary of the Role

 

To co-ordinate and deliver the BID activities within Bishop’s Stortford Business Improvement District area

 

BID Services

 

1.      To lead and manage Bishop’s Stortford BID, working with and being accountable to the BID’s Board of Directors to achieve Bishop’s Stortford BID’s aims andobjectives.

 

2.      To support and develop the BID Board and be responsible for effective and transparent governance and company administration and to ensure that it’s membership is representative of the Bishop’s Stortford BID.

 

3.      To act as a Champion and a single point of contact for Bishop’s Stortford Business ImprovementDistrict.

 

4.      To organise and service the BID Board monthly meetings and to co-ordinate and manage itssub-groups.

 

5.      To lead, manage and co-ordinate the development and delivery of the Bishop’s Stortford BID business plan. To develop effective relationships with external partners, agencies and stakeholders to successfully deliver services and projects including the achievement of the Purple Flag Award for the town.

 

6.      Develop systems to monitor BID projects, including the use of KPI’s and any follow-up actions that may be required and reporting to the BID Board on a monthlybasis accordingly.

 

7.      To continuously review the Bishop’s Stortford BID Business Plan in light of new developments, issues and opportunities that may affect local businesses in within the BID area and to submit updated budgets and plans monthly to the Board for approval.

Resource Management

 

8.      To manage BID budgets and the compliance with proper financial controls and procedures, ensuring best value and reporting on a regular basis to the BID Board.

 

9.      To oversee and manage contracts and agreements with suppliers for services provided to the BID.

 

 

10.   To lead, motivate and develop BID employees, contractors and partners and secure their active commitment and support for achieving the BID’s vision and objectives.

 

11.   To investigate and develop funding opportunities and other appropriate strategies to enhance the financial viability and the scope of theBID.

Partnership Working

 

12. To manage relationships with key stakeholders involved in the town centre, in particular the levy payers, Bishop’s Stortford Chamber of Commerce, Local Authority representatives and other government/service agencies securing their active commitment and support for achieving the BID’s vision and objectives.

Marketing

 

13.   To write articles for inclusion in the Bishop’s Stortford Independent, other media articles (electronic or otherwise), website editing and other measures to keep businesses and users of Bishop’s Stortford informed of BID activities and developments in conjunction with the BIDBoard.

 

14.   To assist with the implementation and updating of the Bishop’s Stortford BID Business Directory.

15.  Undertake any other task commemorate with this role.

 

16.  Dress appropriately to and accordance with the role’s various requirements.

 

17.  Undertake any relevant training and development required to carry out the role and its responsibilities.

 

18.  Comply with all appropriate legislation including that of governing employment, data protection and health and safety
